Summary of Role:

We need a new Library of Things Manager to run Share Bristol Winterbourne site, in partnership with Winterbourne Library and Frome Valley Environmental Network, working with the rest of our small team of staff and volunteers to make borrowing as convenient as buying.

We’re looking for someone to start in January, and work around 12 hours a week. The working hours will be mainly around when we are open for lending sessions. We’re accredited with the Living Wage Foundation, so you know you will be paid fairly, and you benefit from free membership of Share Bristol, so you can borrow whatever you want, whenever you want, for free!

You will be in the FAST (Facilities and Systems Team) Team and your line manager will be our Central Services Manager.

ELCoE is a local, community-led organisation working to make clean, affordable energy accessible to all, while supporting people to reduce energy hardship and improve the sustainability of their homes.

Our work serves an area of South Gloucestershire that includes Staple Hill, Mangotsfield, Downend, Emersons & Lyde Green, Blackhorse, Westerleigh, and Pucklechurch.

We’ve recently been awarded funding from the National Lottery Awards for All programme to set up a new Community Energy Help Desk based in Staple Hill and are recruiting a Community Facilitator for the project.

Terms

Title: Community Facilitator

Hours: Part time – 12 hours per week. A full day on Thursdays at the Staple Hill Hub, with the rest to be worked flexibly as agreed, including some evening and weekend work

About the Energy Help Desk

The Energy Help Desk project aims to make energy advice easy to access and relevant to local people. It will offer friendly, one-to-one support and practical sessions to help residents understand their energy use, improve home efficiency, and manage costs.

By building confidence and sharing useful knowledge, the project will help people reduce their bills, communicate effectively with energy providers, and tackle common issues like cold, damp, and inefficient homes.

The Energy Help Desk will also signpost and make referrals to trusted partners who offer comprehensive support to people experiencing fuel poverty.

Alongside the weekly drop-in sessions in Staple Hill, the Energy Help Desk will travel to local community events, fairs, and group meetings across our area to reach a wider audience and engage with people who may not otherwise access support.

About the role

This funding allows us to recruit a Community Facilitator who will lead on the day-to-day running of the Energy Help Desk project and play a key role in developing this exciting new community initiative. Supported by ELCoE’s Community Projects Manager, the role will involve:
Facilitating the Energy Help Desk sessions
• Running a weekly drop-in Energy Help Desk session in Staple Hill.
• Offering a friendly and empathetic first point of contact for residents seeking energy advice and support.
• Signposting and referring residents to partner organisations for specialist advice such as on fuel debt, grants, and retrofit (e.g. Severn Wye, National Energy Action, Centre for Sustainable Energy).
• Delivering practical workshops (e.g. draught-proofing, reducing bills, tackling damp and mould) on some evenings and weekend days.
• Operating a mobile outreach version of the Energy Help Desk at local events, fairs, and community buildings within Staple Hill and ELCoE’s wider area of service.
Creating Community Partnerships
• Developing relationships with partner organisations and other local groups.
• Helping organise a project steering group with residents from the Pendennis Road Lower Layer Super Output Area (LSOA)
Promoting the Energy Help Desk Service
• Engaging directly with local residents to share information about the service.
• Helping to create social media campaigns and content.
Developing the service & gathering feedback
• Creating info sheets and Energy Help Desk materials in response to service user needs.
• Monitoring engagement and helping to develop effective feedback channels for service users.

Person Specification

While previous experience in community energy or advice work is very welcome, it is not essential – most importantly we’re looking for someone with strong people skills, and a commitment to supporting the local community. Training in energy advice can be provided.

Young people experiencing homelessness in Bristol do not often have the support they need when in emergency accommodation. This can leave them staying there longer than needed, leaving in an unplanned way or feeling unsafe.

This brand-new role is your chance to help change that.

As an Emergency Accommodation Navigator, you’ll be at the forefront of our new Testing Hub – a bold partnership between 1625 Independent People, Caring in Bristol, Bristol City Council, and the Justlife Foundation. Together, we’re piloting a new approach that makes Emergency Accommodation shorter, safer, and healthier for young people.

This is fast-paced, high-impact work. You’ll carry a rolling caseload of 18-25-year-olds, supporting them intensively for 8–12 weeks at a time. Across the year, you’ll reach around 60 young people – helping them feel safer, build trust, and take the steps they need towards stable, suitable housing. As this a partnership with Caring in Bristol, those young people requiring longer-term assistance will be given priority access to Caring in Bristol’s Project Z service, who will provide continuation support whilst they remain in Emergency Accommodation.

What you’ll do
• Be a visible, reliable presence, visiting young people in placements and offering practical, person-centred support.
• Build meaningful relationships where trust comes first – young people have told us this is what makes the difference.
• Help young people understand their rights, manage expectations, and avoid placement breakdown.
• Connect young people with housing, benefits, health, education, employment, and community networks.
• Team up with partners across the city to remove barriers and advocate for better outcomes.
• Refer young people who need longer-term support into Caring in Bristol’s wider services.

A great opportunity to move into a leadership role, creating and shaping a team in a small, supported housing project, empowering a team to guide young people towards their goals of independent living, including single people, couples and young parents.

Who are we?
We are a leading youth homelessness charity based in the Southwest, working with over 1,500 young people. What are we looking for:
• You’re a confident and compassionate leader who brings out the best in others – coaching, developing and supporting your team to thrive and work well together.
• You’re driven by a belief that young people deserve the highest quality support, and you inspire that same commitment in your team.
• You can confidently, or are eager to learn to, manage the practicalities of rent collection, maintenance, void turnaround, health and safety and more.
• You have a solid understanding of the legislation affecting supported housing and care leavers.
• You’re dedicated to ensuring the safety and wellbeing of every young person and child and know how to put this into practice.
• You combine a sharp eye for detail with strong analytical skills, using both to oversee budgets, track KPIs and inform decision-making.

You will be in the Charles England House Team and your line manager will be our Programme Manager.

Contract details
• Hours per week: 40 (this represents full time hours)
• Contract type: Permanent
• Pay: £32,597 – £34,434
• The location: You will be based in Charles England House in Patchway, South Gloucestershire. There is free parking at the scheme and great access to the M5.
